C# console applications all 16bit?

I was reading up about NTVDM.exe as I build a quick test console app and it crashed on a friends machine complaining about this EXE.

As I understand it all DOS cmd windows (C# console apps included) run as 16bit not 32bit.

Is this true? Does this mean all my works console app back office apps are running as 16bit rather than making the most of the 32bit available?

What about Windows services? As I believe we wrote it as a console app then made it run as a windows service?

Thanks

ntvdm.exe: How can I kill a 16bit process held by nvtdm.exe?

I have a c# application that monitors wmi process start / terminate events. I need to also detect an old legacy 16 bit application starting. I am able to determine if my legacy app starts using code I found in this link - 16-Bit Apps running under NTVDM

But here's my question... Say I want to kill a 16bit process that was started by ntvdm.exe, how would I do that? I don't think I want to kill ntvdm.exe itself incase it is managing other 16bit process or whatever not related to my code

ntvdm.exe: VDMEnumProcessWOW returns no processes on Vista

I'm trying to use VDMEnumProcessWOW to find all 16 bit host processes on Vista. I call it, and it appears to not find any results even though I do have a 16 bit app running.

I've also tried calling VDMEnumTaskWOWEx with the process id I got for ntvdm.exe from Windows Task Manager, and that also returns no results.

ntvdm.exe has user name joeBlogs, and the application I've written to call VDMEnumProcessWOW is running as a service under the SYSTEM account. Is the problem that I need

I basically want my application to do the file operations through the NTVDM and for that I think I'll need a 16 bit application first, Is there any other way?

I don't need an Emulator, I need to create an 16-bit app

totalcmd.exe: Why are .Net applications slower to start?

Even the most basic application with a simple window takes several seconds to start while its Win32 equivalent loads in a split second.

I read that the delay is not due to the time it takes the JIT to turn the opcode into machine code, but rather the time it takes Windows to load the .Net framework.

So, using MS' tasklist.exe CLI application, I checked if mscoree.dll was already loaded:
