recover data using ibdata1 file mysql

How can I recover the data when I have ibdata1 file backup.

I have tried instruction at following link but looks like something is missing.

Started mysqld-nt with recovery option

opened a new console to see of the databases. It doesn't show the database I am looking for. I guess all 3 databases its showing are the default one.
